So, given the fact it will most likely be placed in Murmansk as a museum, and knowing that this is Russia, what are the chances that we submarine fans from the western countries could come and tour k3 without being locked up in a remote arctic gulag?

Murmansk is fairly open i have been there quite a few times myself and had only minor issues be very careful what you take pictures of and expect to be stopped and searched.

Plan ahead and enquire with the Russian embassy in your country, be prepared you may not get access depending on the mood and political situation between your two countries.

The entire Kola peninsular is very barren but restricted, if it does get placed in Zapadnya Litsa forget being able to see it as the place is off limits to westerners and indeed a lot of Russians

For the record, I'm from Canada. And while Canada has a fairly good reputation across the world, there is some tension between us and Russia recently. Maybe to many loses against us in hockey games :p

I will have to look into that, as I have wanted to visit Russia for some time now.

Ontario is nice, but the weather can be bad this time of year.

I don't know if you've been there yet, or if they've shut down for winter yet, but I'd highly recommend touring the Canadian Tribal class destroyer HMCS Haida in Hamilton.

Relocating very soon permanently as the Mrs is there been in and out of Canada and the USA numerous times.

Oddly the Hadia is about 40 mins drive from us and i have yet to go on board something i intend to do at some point in my next visit.
