I have only seen that when running SubCommand on virtual machine (ex.: virtual box) and wasn't even using the dll d3d wrapper fix.

In dangerouswaters.ini file try to set:

.SoftwareCursor Yes

For Sub Command i can't remember name of correct .ini file but You will find it easy.

I have the same problem. Windows 10 Home 64-bit, using the d3d8.dll wrapper. Happens at all resolutions. I've tried putting SoftwareCursor Yes in both the Graphics and General sections, but it didn't have any effect. I'll keep searching and will post back here if I find a solution.
