Very hard question:
RA is a larger and more "radical" mod, as it adds new playables and they modify .exe and dlls.
LwAmi is more "simple" in that way but is very good an pretty stable.
At this moment RA 1.2 is easier to install than LwAmi 3.10, but I had no problems following 3.10 instructions.
Both teams are working on next release, but I don't know when they will be released.

You can find the download links here:
LWAMI: in the donwloads section above: http://www.subsim.com/radioroom/down...p?do=cat&id=37
RA: http://www.redrodgers.com/forums/showthread.php?t=4912

Personally, I have both of them installed and play both, but lately I'm more with LwAmi... a pitty not having more time to play...
So my advice is to test both and decide yourself.
(I know, it's a sh%t of advice, but is true )

LwAmi is database, doctrine, model based and doesn't make chance to sim engine.
RA is mod that chance the sim engine just the way in SCX (if you used to play SubCommand you familiar with this kind of mod)

Unfortunately using mod like RA in US legal jurisdiction may get you into trouble with the law since the mod practically change the sim engine without the developer consent.

I personally play with LwAmi (not because I live in any US legal jurisdiction) but LwAmi came with comprehensive documentations (manual, reference, etc) but also because it's developer and most of it's user speak/write in English. Although I do downloaded RA and installed it and I must admit I kinda preferred RA modding approach over LwAmi since it's modified the sim engine but I haven't used it again since the RA primary forum is mostly in Russian (and I don't speak/write/understand russian) while there is an English forum I still had difficulty to understand what they said/write.

So there is no better mod it's depend on your personal preference.
