Help with photo recon

How to make it work? I managed to find out you need to add a map zone, once you enter that map zone you can do a photo; I also added proper objective and a trigger, and an event - but when I do a photo nothing happens, objective is still not completed. I tried this on allied (US) ships, on surface and periscope depth - can take photo, but can't complete the mission. Does it work only with enemy ships/enemy territory, or should I mark given ship as a target for photo (I just put a map zone and a ship in middle of it)?

Solution: events->update instance.
