All you need to do to install these files manually is unzip the archive and then select the Date folder in each and copy/paste it into the SHIII Commander folder. The folder structure of SH3 Commander will remain unchanged if you did this correctly. By copying these files all you are doing is adding a Sea folder to each of the SH3 Commander\Date\yymmdd\data\ folders and inside that Sea folder is a list of folders for each ship whose skins change on that date. To install using JSGME just set it up to copy the files in the same way. Sorry that is not more clear but it really does not seem that complicated to me
