Resupply at Vigo?

So I have pulled along side the German freighter in Vigo but there is no Anchor icon to end the mission. How do I resupply?

Apparently this is an old post. But I have the same question.

After I sail off I got a radio message saying there will be a German freighter at Vigo doing resupply job between Mar, 1940 until sometime in 1941. After the mission infiltrate a spy at Liverpool I decided to go to Vigo to refuel. But I have the same problem as the OP. There is no way to refuel near it.

Just show up next to her and press Esc. You can also do it distances, for example, when you're in the harbor.I just saw it are SH5,which I can not guarantee my answer was correct, the answer I gave is based on SH3
