Default Looking for open world naval game recommendations

So the Steam sales near the end, and I have 15€ worth of Steam wallet left.
I loved the Silent Hunter series for its ability to roam the sees.
Which otherer games (submarines or surface vessels, both with sails or without) allow me to do that - and are truly good?
Multiplayer open world would make it even sweeter.

Thank you, I already gravitate towards Naval Action.
But: It is still early access, so probably a mess and progress will be reset either way. What makes it even worse is that the devs started a new project called "Naval Action Legends", omitting the open world feature (the thing I am interested in).
So I am unsure whether it's even worth to buy.

There's one called 'Victory at Sea' which I quite enjoy. Very open world with lots of freedom to do what operations you want with what vessels you want. I believe there are three scenarios: Atlantic, Mediterranean, and Pacific, and you can play as any of the primary Allied or Axis combatants in those regions.

'Sid Meier's Pirates' (the 2004 version) might be another open-world one to look in to. The sailing simulation isn't really detailed, but if you're looking for a fun (slightly silly) pirate-era game to romp around in I'd definitely recommend it. For an older game there's a fairly nice variety of ships to choose from (pretty much anything from war canoes to war galleons), makes for a bit of variety in playstyle choice.

Similarly another one (which is an online multiplayer game rather than singleplayer) is 'Pirates of the Burning Sea'. I had some fun with that one years ago. Like 'Sid Meier's Pirates' it isn't super historical or deep simulation, but it's a nice way to kill time with a good variety of vessels and open-world style.
