Default DWX -- When do ships decide to use active sonar?

I have been running tests and found that some destoyers, such as the old Kotlin class, will refrain from using active sonar in some cases and then use it in others. This was with two waypoint "tactic" orders -- transit search and barrier. I'm not sure why the Kotlin uses active sonar sometimes and not others, even though the orders are the same.

What does a ship in DWX consider when deciding to use active sonar?



PS - In the same kind of tests, a C.F. Adams class destroyer used active sonar *every* time.
