To be clear: I think we should be doing everything we can to reduce our impact on our environment and to find new, cleaner and more sustainable sources of energy. To think otherwise is madness.
However, I also think that the idea of instituting any kind of tax or penalty on western nations for not doing so will ultimately be ineffective - at best. The U.S. and all of Europe may institute such laws, but that leaves China, India, Russia and Japan as four out of five of the top polluters that don't seem to care. And China alone contributes twice as much to the problem as the U.S. The U.S. is already taking some steps to reduce greenhouse gas emissions. IMHO, the next most effective step we can take is to pressure eastern nations, through tariffs and embargoes, to follow suit.

India is investing heavily on solar power and China is increasingly investing on other renewable forms of energy. Japan too is looking to increase their renewable energy share from the current 10% to 15-20% So, to say they don't care, is not quite correct.
