Are you playing the stock game, if so there is a bug giving you repeat missions. You can just ignore the mission and go sink lots of stuff and all will be forgiven, sort of like a free play. You may lose a little renown but not important.

I only had to take 2-3 photos in the Hokkaido photo mission and didn't need to get too close to do that (like the first try when I got blown out of the water by the shore batteries). Live and learn!

Something overlooked often is that the ships you are supposed to photograph might have already left the harbor because you took to long to get there, or they might be on the way still, or you encountered ships near the harbor, got greedy and sank them, and those were the very ships you were supposed to photo once they got to the harbor.

I've done all three with p-poor results, of course!

Well, the thread may have been started years ago, but some people are new to the game, and the forum, and find the thread by searching for solutions to their current problem.
