USS Narwhal mod not working, help?

Stock SH4 v1.5 with Bonus Narwhal - notice the limber holes where the water is coming out, just above the water line:

... and with the Narwhal_Graphics support mod added in TMO:

Notice those same limber holes, and other "features" that are just more "refined", if you will - higher res...

... and back to stock:

The stock game can be stunning... Bonus Narwhal on top of stock. I'm pretty sure I had it working also in Webster's Game Fixes Only (GFO) mod a few years ago. Webster's GFO is really nice too, though I didn't try it here again yet...
