For quite a few years I worked in the Public Service and I experienced this happening on a sweeping scale. We were TOLD that when we were interviewing applicants for position vacancies and there were 2 applicants for the job, a man and a woman, and they were both equally qualified, the job should ALWAYS be given to the woman. "Positive Discrimination" it was called.
