Why the hell can't I insert the troops!?

I've had this problem over and over. You get a troop insertion mission, or even spy insertion. You get to the yellow star and I go towards it until I hit the beach because the option to launch the boats doesn't appear. I reverse out, try a little further down the beach. No. Hm. Maybe the other way down the beach. No. What the hell.. I eventually lose my temper and order the sub onto the beach at ahead flank...

What's going on?

Sometimes this happens, sometimes the launch troops button appears.

It's neverending with this game.
