How dumb can I be?

Those harbor infiltrations are tough. I don't even mess with them. Also, you don't have to try to complete them. The renown is miniscule for completing them, so just go sink stuff, and go home.

The harbor missions are not very realistic, since the only way to really get into them, would be to follow an enemy ship through the minefield(s), since the Japanese liked making big ones. Then try staying hidden with patrol vessels, harbor vessels, dock workers, planes, and everything else they have.

Then, you have to get back out again.
