One word: size. Each one of those bearing tool images weigh in at several MB. As a result, whenever you're in a resource-heavy area (ports, large convoys), your PC just can't handle the load and throws in the towel. What I've done to overcome this problem (I'm using the 1920x version because that's the resolution I'm running - something to note here, you have to use the proper version for your resolution) is break the mod down into several parts, one for each submarine, and load only the one for the ship I'm currently running. Here's how you can do this:

Take a look at the mod's structure. You'll see a Data\Submarine folder, and inside that there's a folder for each submarine type (NSS_Balao, NSS_Gar, etc). Now, make a few copies of the WHOLE mod and rename each to Bearing Plotter Tool for Balao, Bearing Plotter Tool for Gar, etc. Make one copy for each submarine type, and then delete ALL the NSS_submarinetype folders EXCEPT the one you've named your mod after. Thus, the Bearing Plotter Tool for Balao will only contain the Data\Submarine\NSS_Balao folder. Now all you'll have to do is install ONLY the mod for the submarine you're currently assigned to. Hopefully this will put less strain on your system and won't lead to any crashes.

Regarding Webster's mod, I noticed that it overwrites files already modified by TMO but I haven't compared the files to see what's going on (gave it a spin yesterday, and I've noticed that the lifeboats do, indeed, behave a little better). Thanks for reminding me, it was on my to-do list for today but I forgot
