The boat in question is USS Silversides, the only wartime command of Burlingame.

I believe you're right - I was thinking he was XO on another boat first (and thus, even though it was unlikely, the pic could have been taken then), but apparently not. The pic is in Blair, but he doesn't say anything about when or where it was taken. Silversides sounds good to me.
