C++ error when running LaWami .bat file

So I got the 3.11 download and tried to put it on a fresh Steam Store install of dangerous waters (1.04) ~ got a C++ run time error when attempting to run the .bat first.

OS = Win7 64 bit

Should run just fine - could it be the location of the install?
RA installed without a fluke, but I'm looking to get back into the Seawolves after years of hibernation and I noticed they are using both mods...
