The committees for U-Boat departures and arrivals were strictly German affairs. Officers, enlisted men. bandsmen, nurses, civilians: all German. Oh maybe a local fascist Quisling Leader or Italian Naval officers (after all they were Allies), but otherwise no local civilians.
I haven't seen the latest Das Boat series (yet!) but do not judge historical events from modern movies.
I have a feeling that there's no welcome party in foreign ports because of a hard code in the game and that's why no one has made a mod.
