You need to send an email to Neil with a link to a location of your work.

I personally recommend Mediafire for uploading from your PC.
It is easy to use.

Mediafire is free and you get 10gb of space + another 2gb if you link facebook or Twitter to your account.

Have you had a look at the SH3 flags like this one from the LSH3 mod?
