I could guess... and my first would be "64 bit". So far, I'm running into a few problems related to DRM and 32 bit Vista (mostly with Rhapsody, as a side note). As I'm researching the issues, I'll come across a note that 32 bit support is coming "soon", and 64 bit is "long enough that we don't want to tell you soon".
Although MS says Starforce has
passed the 64 bit tests, I'm going to guess that it's a newer version than the one SH3 is trying to install. I'm figure it's also safe to say that the older version doesn't support 64 bit, or has issues with it, so it's not (fully?) installing. Then when you try to upgrade, SF is dying.
'Course, I could just be completely wrong, so don't give up hope
