It's quite simple: All you have to do is looking on the map, zoom it out and go look if the country is in red with red names: this means it's enemy and all shipping is free for the hunt. At least that's right for me because I'm not playing with Real Navigation.
The only thing you should not do is sinking german shipping: I think this ends the campaign for you
