penetration doesn't necessarily mean a killshot.
the US had this problem in the first gulf war, the sabot rounds the M1's fired would go clean through a BMP and not kill it.
I'm sure you can say the same for T-34's and Tigers. remember the sloped armor might be deflecting your rounds as well. but a penetration doesn't always mean a kill. you could have simply blown the radio apart and wounded the driver, but that doesn't mean you hit the rounds in the turret or killed the gunner.
