Seriously the 7 minute limit is there as a challenge to movie makers to tell an engaging story in that amount of time.
In terms of your video, Does it comply with all the other criteria? If so I might take a look at decide whether or not to allow it. The alternative is for you to cut 3 mins out if you can to get it within the time criteria. You can then have your directors cut version that is not entered. I'll leave it to you to decide what you want to do.
