I have a similar issue, described in
this thread. Unfortunately, the issue remains unsolved.
for me, this only happens with friendly contacts, and only when surfaced. So far, all enemy contacts were reported on time, and TC droped to real time.
But once I collided with the resupply ship because my watch crew didn't report seeing it. I was only at x32 TC, but still failed to avoid collision.
