Tonnage bar bug is unfortunate for sure but the tonnage bar it self is a ridiculous concept after all. That's why this "bug" has been removed from the game in all SH5 megamods...

In optional mods for TWoS You'll find a mod called "
TWoS Campaign Advance Verifier Testing" made by Old Coder...Try it, maybe that will wake up your tonnage bar
