It does not sound like an install problem otherwise your game would not have loaded.
You went into the Naval Academy > Yes?
After exiting to the desk top you checked your Documents Folder and could see the V15 Save Game Folder > Yes?
When your game loaded for the very first time to the OFFICE you went straight to MAP and started the game load > Yes?
You must not go to the the Desk > U-boat management and make any changes.
