No, it isn't. you should merge AFoE's new entries manually into TWoS upc files. Upc files are in plain ASCII format, so you can edit them with any text editor or, better, using notepad++ or winmerge. Beware that upgrade items are sorted numerically within those files. After copying/pasting the missing entries, you should update their headers so that no number is duplicated/skipped.
