I have the same Problem.
I can lock from the Moment the Bridge breaks trough Surface, but scope is complete useless, ship invisible on map and no Chance to lock it.

Check that you are not experiencing the 'Sticky Destroyer' bug. It's mentioned in the WoS gameplay tips. This would explain why you are not able to lock on target. Save & reload, after that the destroyer or ship should return to its waypoints (if it doesn't spot you of course...)
