On Deck Awash, some features don't work including binoculars. So I guess the lock target and scope may not work either, but I don't know this. I'm always able to lock targets if I see enough of them, although with rough sea and the target far away this can be a challenge, but try hard and you should succeed. Also ask WO to give you the bearing.
Then, there is another reason: there is the 'target-constantly-follows-me' bug in the game (cannot be resolved), and I think - not sure - that in those cases you cannot lock to them. Save & Reload game if it's that.
