I had a breaker bar once actually break while I was trying to loosen a pesky bolt they tried to make me pay for it. Another friend that did airframe inspections a B-1B crashed that he had done x-rays on its turbines they where looking to lay the blame on him.Turned out that the pilot buzzed a corn field in North Dakota and sucked up some cobs.
In the Lumina case I think an Article 15 would have been justified why pay someone with tax dollars and then make them pay for something that tax dollars are going to pay for anyway? Ah, but I don't work for the government.
