IMHO shooting a crappy movie
inside an WW2 Submarine is a difference to make a movie
about an WW2 Submarine.

Exactly but therefore it would need a Major Studio, good actors, a good script and the best cast possible, not to mention the MUlti Million Dollar Budget. Just look at the Seaviper cast, that guys are C Movie actors to say at least.
