Make sure you're within the NGFS station boundary so that you haven't drifted out of range. You CAN hit all of the fire mission targets.
Use the helo forward observer camera to spot the fall of your rounds and adjust fire. Also remember that the time of flight (aka "hang time") is about 40 seconds or so until splash. It may take a few minutes to get dialed in on each target, so be patient to avoid wasting precious ammo.
