added the clemson patch

added the IJN_NSS_Kaichu_v1.6.1 patch

added the IJN_JB-3.9.9.9.2-patch-Ko_1_5 Ko Hyoteki patch

updated to 3.9.9.9.9.3

mod is now 1614 mb or 320 mb 7zipped !
