I assume you are on the surface?

If you are in a fleetboat, that is one that has diesel-electric propulsion, it is always idling, and will in fact, consume fuel, even when you are stopped. Below the surface, like if you are resting on the bottom, you should be quiet.

However, you should be aware that you are not likely to see any outgoing convoys, and maybe not very many incoming ones, if you are lurking at the entrance to a harbor.
