You can assign a key to bring up the Radio.

Go into the commands CFG and find this entry:

[Cmd561]
Name=Toggle_Activate_UserRadio
Contexts=1
Key0=0x54,,"T"

Binds radio to the T key. Change the frequency on the Radio to 33 in game, job done.
