Yes, that's true. The armor level isn't changed at all... As CaptainHaplo said, there's no need for it at all... Also there's no way to increase the armor level... I mean... You can increase the hull strength, but that won't help at all if you meet a pair of mad DDs 2-3 km away from you... They'll blow you up in no time (the insside of the sub will be vaporized, but the hull won't be damaged at all (or only a little)).
