unfortunately, no
i do not believe any mod has ever been able to correct this, nor has one attempted it that i am aware of.
the pens will NOT protect you from
anything. the original stock release did not simulate attacks of any kind against the harbor that i am aware of, these air raids against your home port facilities did not come into being until the release of supermods like The Grey Wolves mod for example... so i suppose the dev team just decided there was no use putting the effort into assigning any sort of protective values to the pens and the rest is history.
so... once you get settled into late 42 and early 43... it is best to get the hell out of port as fast as you can, because if you stay camped in the pen, you'll likely be damaged by falling bombs or machine gun fire from the bombers overhead.
