Default Strange behavior in RA 1.40 with north korean fast attack craft

This is something I have noticed over the last couple of days while creating and testing missions.

I cannot complete work on a mission I am creating because it seems that no matter what I try to do, one of the enemy AI units will not do what they have been told! The fast attack is supposed to follow a series of transit waypoints, changing course and speed at each one. However, every time I start the mission to test that everything is working as intended, the thing immediately speeds up to 50+ knots and starts going off in a non-specific direction.

So far I have ruled out the following causes:
It happens in shallow or deep water.
It happens when the craft is hostile or neutral to the player.
It happens if the player is nearby.
It happens when the player is 100 miles away.
It happens with collision avoidance off.
It happens with pathfinding turned off.
It happens with collision avoidance and pathfinding turned off.
It is unavoidable
It is crushing my soul

Here is the mission, still a work in progress, so you can see the bug for yourself. This totally spoils the entire mission for when it does get released but I'm so frustrated I don't really care any more.

Turn truth on and you will see the fast infiltration craft immediately go to 54 knots at the start of the mission, even though she should be maintaining 15 until the first way point and only then increasing to 23.
