I think your problem is that your original test mission in the Eprobungstelle flotilla starts on the 2nd August 1939 approximately 1 month before the outbreak of war.
The 7th flotilla that you requested I think does not exist in LSH3 until later.
You need to transfer to Flotilla 2 at Wilhelmshaven where your request should be then be granted.
You will see that your transfer has now eaten up the days in August but you will still be approximately a week or more before the outbreak of war.
Your orders are possibly to make your way to Rockall Bank and await further orders.
Not a journey you want to do in a VIIA.
