I only yesterday was able to download the ME help files so I cannot say yet as of the wather but I should think it is possible. After all, there has to be weather.......

For setting courses you switch to the overview map. Courses can be set for several consecutive legs, single ships or flotillas. You can also steer certain boats directly from the command bridge.
