When the moon comes out at various sizes, the 'Darker night' should be adjusted somehow. Would we still have as much trouble identifying objects with the moonlight reflecting everywhere?!
I've been on a cruise last year and during full moon during the cruise its really bright at night with the passing of other ships even a mile or two from us (of course they have lights) but just the outline of the ship could easily be made out. Open sea is alot clearer than on land of what you'd expect of viewing distances just with the light of the moon.

Moon phase should certainly have an affect on the darkness of nights during clear skies.
