Definitely a lot of repetition in the game, in spite of RGG (Random Generated Groups) and the percentages. Some of the issue lies with the way the game does "random". If something is set to 70%, that would be 7 out of 10 times, it will happen. With the game, it seems it does something 7 times, and then quits for 3, then does it again for 7 times, instead of it being more variable. Just the nature of the beast and the way a computer generates, or "seeds" something. Some of the modern games use better routines for that, but the SH series is based on probably at least 15 year old tech.

One way to alleviate some of that "behavior" would be to have 3 separate RGG representing the same boat, each set to a lower incidence of spawning. Only problem with that is then you might have situations where you would have 3 groups occupying the space of one... So a person would have to really work each individual file over heavily, and we're talking of thousands of RGG in some of those files, with 12 files for each of 6 time segments, not counting the "Battle" files, etc., and we're talking a good chunk of someone's time... - so sometimes, you have to leave normal sensibilities behind, and just ram a few more fishing vessels... - and really, when you think about it, for the fishing boats, a guy lives in a certain house in a certain town, runs a certain boat for his livelihood, and probably has a habit of where he's going to go fishing everyday, so it's not out of the realm of possibility to see the same boat in the same place everyday... btw, when you shoot at those fishing boats, they do call in the incident, and you stand a good chance of a flyboy or DD, if they're close enough, to come pay you a visit, and try to drop some boom on you...
