So I have a bad knack for switching between on a regular basis. I thought maybe this would mess up some files.
I use the Steam version of SH4 plus the addon to 1.5 and JSGME to install/uninstall mods.

I had the same problem myself - after much tearing out of hair and empty vodka bottles, I experimented by using the "CareerStart.upc" and "Flotillas.upc" from the Stock Campaign files - it seems to have worked. If you try this, don't forget to back up your original files first.
