You must be running at too high a speed to use that much fuel. If you are not in a hurry and/or won't be passing near a refuel point (base), set your speed to 9 knots. For most boats this will put your maximum range to over 20,000 NM. That will get you from Pearl to Japan to Celebes and back to Pearl with fuel left over. It's all in what you want, Captain.
