These series were designed primarily for the use against merchant ships, most tankers and bulk carriers are classified as low and slow (low free-board low top speed) ideal for unguided torpedo or wake homers as they don't have the agility to out manouvre or the speed to out run they also sit much lower in the water.

At the time of these torpedoes most merchant ships were hanging around the 12-15 knots top speeds around 18 knots today some of the fastest merchant ships achieve up to 26 knots but most of the big container ships sit around 21 knots while tankers remain around 16-18 knots but still dont have the agility of a DDG or even a carrier.
