Murmansk is fairly open i have been there quite a few times myself and had only minor issues be very careful what you take pictures of and expect to be stopped and searched.
Plan ahead and enquire with the Russian embassy in your country, be prepared you may not get access depending on the mood and political situation between your two countries.
The entire Kola peninsular is very barren but restricted, if it does get placed in Zapadnya Litsa forget being able to see it as the place is off limits to westerners and indeed a lot of Russians
