I have the same problem. It occurs only with this mod, the base game works fine. Waiting doesn't solve it.
Some things I've tried:
Changing compatibility to win 7
Changing compatibility to ban DPI adjustment
Changing main.cfg as per
this guy's pasting (resolution on ubisoft intro video still seems fine)
Changing that then to windowed mode
Running as administrator
