For US boats - I don't know on the U-Boats
On that Tab that has an etching of an old style movie camera icon, click the Tab and below it you should see an old school gramophone that you click and the gramophone will open in front of the image on your screen. The play stop etc controls are on the gramophone.
You can add mp3's you like to the \Data\Sound\Gramophone folder.
Some mods have it hidden somewhere else... lol
