This is because you may be using the Steam version, and in it the SFX folder is called AGGIE.

Therefore, the bat installer, does not find the required path.

C:\Windows\System32\!_AUDIO_Akula\A_kula\sfx\*.wav
should look something like this:
C:\Windows\System32\!_AUDIO_Akula\A_kula\aggie\*.wav
