You'd be at the very least coding a camera position and have it only available under certain circumstances. This is probably source code, so no modding can tackle it. I think the dev team has higher priorities than adding a view that will be used only extremely rarely. If you want to get the feel of being on the boat, stick to Silent Hunter and Dangerous Waters.
